Certification campaigns in CA Identity Governance (version 14.5, specifically observed) fail to assign the correct reviewer (Accountable/Manager) and instead assign a default user when the certification template is configured to use the Master Configuration. The following error is observed during campaign execution:*Failed to sync RACI, model configuration: [Universe_Model]*
The issue is caused by an incorrect setting in the certification profile used for creating the certification campaign. The client was selecting the "Configuration that allows select the config file" option in the certification profile instead of the default and correct option: "use the Model Configuration as the Certification."
This incorrect configuration setting was causing a side effect where:
The ManagerID fields (or other relevant reviewer attributes) of the user were being inadvertently wiped/removed from the master configuration.
This data loss, which occurred upon importing new configuration files, resulted in the system being unable to resolve the RACI (Responsible, Accountable, Consulted, or Informed) assignment matrix during the campaign execution, leading to the "RACI not resolved" error.
RACI files are fundamental for reviewer assignment, as they are generated from an analysis of the model configuration and identify the users (Responsible, Accountable, Consulted, or Informed) responsible for approving or rejecting links.
To resolve this issue and prevent its recurrence:
1. Change the Certification Profile Setting: When creating the certification profile, the client must use the default and correct option: "use the Model Configuration as the Certification."
2. Avoid Incorrect Option: The client must avoid selecting the "Configuration that allows select the config file" option for certification profiles designed to use the Master Configuration for reviewer assignment.
Using the default "Model Configuration" option ensures that the ManagerID fields are preserved in the master configuration upon subsequent configuration file imports, allowing the RACI logic to correctly
