Uproc conditions not checked since 6.10.01 if multiple conditions with some uproc missing

Issue/Introduction

Since 6.10.01 the conditions in a complex Launch Formula including a File Resource AND a Uproc (not available locally), for example C01 AND C02 gets validated right away as soon as the C01 (file resource condition) is ok.

As a result, the uproc goes to completed status instead of going to Refused status ( due to the uproc not being available locally), which is not expected.

Additional Information

Public Title:  The status of the conditioned uproc is going to completed when conditioning uprocs are not available in the system.

Public Description: When there are conditioning uprocs not available in the system, the status of the conditioned uproc should go to Refused based on the value U_MISSING_UPROC_REFUSED
