Watcher task not respecting outage windows: Too Many records for execution

Issue/Introduction

The universe.log gets filled with many error messages "GAGESHIS | Too Many records for execution" after creating a General Outage and having two Filewatcher Tasks defined and enabled.
Additionally, two other errors (SB article not found for numproc and Unable to get launch variables for numproc) related to these two Watcher Tasks that point to a Resource that uses MU Variables appear in the log:

Expected behavior: the outage should handle Watcher Tasks and these errors GAGESHIS should indicate what is the execution or numproc impacted and should not be that frequent or handle more than 998 articles
Actual behavior: Watcher Tasks are not handled by Outage as the Supervisor continues scanning the Watcher resource all the time and many errors are written in the log during that time

Dollar Universe 6.x and 7.x

Cause

DE153945 and DE165070: until 7.01.21 watcher tasks were not considered during the outages.

Resolution

Update to a fix version listed below or a newer version if available.

Additional Information

Public Title: The watcher task does not respect the outage window.

Public Description: During the activation of the outage window, unlike the scheduled and cyclic tasks which gets postponed/shifted to the end of outage window time, the watcher task does not respect the outage window. From DE165070: The SB articles with numproc for watcher tasks are not found during the outage.
