Issue/Introduction

Validate if all vcfapostgres pods are in 'Replica' state with no 'leader' in VCF Automation postgres cluster.
Running kubectl exec -n prelude vcfapostgres-0 -- patronictl list would list all vcfapostgres pods in Replica role.
