Issue/Introduction

A Conditional Required Modal rule is throwing API-1019 error when the user updates a 'Target Attribute' on a blueprint that is configured with the Staff Module.
 
Steps to Reproduce: 
 
1. Create a copy of project type Blueprint.
2. Create a new Conditional Required Modal rule
Target Object = Staff 
Rule Type = Conditional Required Modal 
Target Attribute = Request Status
Next - on the modal add the 'Requirement Name' field 
3. Publish the blueprint changes
4. Create a new project or use an existing project and associate the blueprint 
5. In the Grid under Staff module, try to trigger the rule by updating the 'Request Status' field 
6. Notice popup API-1019 : Could not process the request due to internal error.
 
Expected Results: rule should work as expected
 
Actual Results: rule is not working and throwing an error.
