Why did the grid leader port change in 16.1 and later.

Issue/Introduction

After upgrading to DLP 16.1 and later, it was noticed that the port was updated from 61616 to 39990. We need to know the rustication for this. 

Resolution

This change was made to comply with industry best practices. 61616 was used prior to 16.1 and this is an ephemeral port which is not recommended as a service port for an application as it can cause collisions with other applications utilizing ephemeral ports.
