Concurrent Publish and Copy of a Blueprint Cause Rules to be invalidated

Issue/Introduction

Concurrent edit and Copy of a blueprint is causing certain Business rules to be invalidated.

Steps to Reproduce:

1. Create a Blueprint with Hide Section and Hide Action rules.
2. Edit the blueprint and make changes.
3. While hitting Publish ask another user to copy the same blueprint from the blueprint Grid.

Expected Results :- Blueprint is copied and no issues are observed.
Actual Results :- Blueprint is copied, but the Hide Section and Hide Action rules are invalidated.
