VMware tools failed to start after upgrading to 13.0.1

Issue/Introduction

After upgrading VMware Tools to version 13.0.1 , VMware Tools service fails to start on windows 2016 VM 

• Windows could not start the VMware Tools service on Local Computer.
• Error 1067: The process terminated unexpectedly.

Environment

ESXi 7.X

ESXi 8.X

Cause

Dependency is missing or the service is corrupted

Resolution

• Uninstall the VMware tools 
• Reboot the VM 
• Reinstall VMware tools on the VM

Error: Failed Unable to quiesce guest file system during snapshot creation, The vmtoolsd.exe VMware Tools Service 13.0.x process crashes with an access violation error (0xc0000005)
