The HCX upgrade fails because the existing Service Mesh cannot be decommissioned or upgraded. Following error is received

The cause of the the issue is stale service mesh configuration and appliance entries in HCX database.
HCX upgrades require the deployment of new appliance versions and the removal of legacy versions. Because the Service Mesh was originally deployed from a Connector site that is now offline or non-existent, the VMC-side manager cannot communicate with the remote site to gracefully off-road and delete the existing mesh components. This lack of bidirectional communication prevents the automated cleanup required for the upgrade to proceed.
Perform a manual cleanup of the stale Service Mesh entries and associated appliance records on the VMC side. Ensure all references to the unreachable Connector site are purged from the HCX Manager database. Removing the stale entries directly from the VMC side bypasses the requirement for communication with the unavailable Connector site. Once the database and UI are cleared of these legacy records, the HCX upgrade or a fresh Service Mesh deployment can proceed without being blocked by non-responsive dependencies.
