We have been observing a behavior where Draft status report is not getting created when user publishes status report.
Steps to Reproduce:
1. Login as Administrator.
2. Navigate to Classic->Administration->Studio.
3. Search for status report object and click on Attributes.
4. Create Virtual attribute called "Project Sponsor" based on the "Sponsor" attribute coming from Project object
5. Create or use an existing user.
6. Provide instance rights to at least 1 project via Project - Edit right. Also assign an instance right Project - Edit All - Status Report for that specific project.
7. Provide Global rights for the user to be able to navigate to MUX Project "Project Management - Navigate".
8. Navigate to MUX->Administration->Attributes and secure Sponsor attribute from the project object.
9. Ensure that the user being used for testing only has View rights to the secured attribute.
10. Configure status report Canvas to include Project Sponsor (virtual attribute) created in Step 4 above. Notice it will show shield image indicating it is secured because Sponsor attribute was secured in the previous step.
11. Login as test user created in step 5.
12. Navigate to MUX->Projects and open the project which was assigned for his user to have instance right to and go to Status tab.
13. Attempt to publish status report.
14. In some random cases Draft status report will not be created and user is landed on the status report grid.
Expected Results: It should create draft status report.
Actual Results: it does not create draft status report.
