Upgrading healthwatch shows error unknown property "use_otel_for_metrics_collection"

Issue/Introduction

Errors when upgrading Healthwatch tile like shown below occurs when there is mismatch in versions between Healthwatch tile and Healthwatch-exporter tile.

Cause

The error message complains of the unknown properties found.

Resolution

Make sure Healthwatch exporter is same version as Healthwatch tile before upgrading Healthwatch tile.
