The logs does not have failover transitiong status entry

Issue/Introduction

Sometime the failover command would take longer than the usual time to complete and there is no indication in the log leaving users to wonder if the failover is going to work. 

There need to have a way so that it would be logged in the log when the activation command takes long.

Resolution

 As per product manager, currently this feature is prioritized in Q1 2026 release of Smarts.
