Azure: No VM Rightsizing recommendation.

Issue/Introduction

CloudHealth is not generating RightSizing recommendations for several VMs, even though they have met the Efficiency Targets.

Resolution

When Accelerated Networking is disabled for a VM, the framework specifically searches for recommendations that match that "disabled" state. Because the RightSizing framework is currently configured this way, it may not find a compatible match, resulting in no recommendations for those instances.
