Storage policies in new Provider VDC have no capabilities in VMware Cloud Director

Issue/Introduction

• When reviewing the storage policies for a new provider VDC, the capabilities are all listed as 0.
• When running the following command from each of the cells, the DatabaseCacheRefreshJob has not been executed recently:
  
  cmt cell -i $(service vmware-vcd pid cell) -tt

Environment

VMware Cloud Director 10.6.x

Cause

The storage cached metrics are populated and updated by the DatabaseCacheRefreshJob task, which runs periodically. If this job is not running as expected, these metrics are not present for new VDCs and the query that displays the storage policies will have missing data. VDCs that existed prior to the previous successful execution of the job will not display this behavior since there will be storage cached metrics, but the metrics may be out of date.
