Minimal API permissions required for GCP Configuration

Issue/Introduction

Customer would like to enable only the minimum required API permissions due to security restrictions.

Resolution

We will need to enable the BigQuery API as this helps with bill collection. The platform uses this to collect BigQuery information (this is typically enabled by default by Google), as well as validate the data.

Other APIs handle asset collection; customers must enable specific ones based on desired resources like Compute Engine or Cloud Storage.
