Vlan Spotlight not working correctly

Issue/Introduction

If the VLAN is not available on the device, it gets hidden. But as Spectrum has correctly detected, the VLAN is present but the the icon is not highlighted.

Environment

Spectrum 23.3.6 or later.

Cause

 vlan_cache_waitlimit is set too low in the $SPECROOT/SS/.vnmrc

Resolution

Increase the value of  vlan_cache_waitlimit  the lowest version that works.

The default value is 10.
