Introduction: 

CA Single Sign-On uses a variety of tools to work with the policy server configuration and policy store data. The XPS tools are platform-independent command line utilities located in the <policyserverinstall>/bin/ directory that XPS administrators can use to manage policy store data. Specifically one such tool is the XPSConfig utility. It is used to manage the configuration data and product parameters.

What is the <policyserverinstall>/config/XPS.cfg file used for?

Any R12.X CA Single Sign-On Policy Server

Answer: 

Whenever the XPSConfig utility is used to make any changes to the default settings, these changes are stored in the XPS.cfg file. The file itself should only be created and modified by the XPSConfig utility.

However, it can be copied to other servers to propagate configuration changes. It can also be renamed or deleted to restore the default configuration options.
