Post-Upgrade 16.3.3: Under And Over Allocation Color Coding/Thresholds In Staffing Workspace Not Working

Issue/Introduction

Prior to upgrading from 16.2.2  to 16.3.3, the color coding used to work on the Staffing workspace.

Steps To Reproduce

1.Navigate to Modern > Staffing > Allocations By Resource

2. Go to the Avatar > Settings > General > Thresholds

Configure/set the thresholds for the following fields according to the desired thresholds:

'Over Allocation'
'Over Assignment'
'Over Color'
'Under Allocation'
'Under Assignment'
'Under Color'

Exit the Settings modal.

3. Go to selected resource and expand to list the investments the Resource is allocated to.
4. Make a Change to the Allocation to review the behavior of the Color Coding.

Expected:
The color coding should work. The colors are not consistently applied.
The grid cells should reflect the threshold colors defined in the user settings.

Actual:
The color coding does not work in the Per-Period display area.
Colors are missing or inconsistent after the 16.3.3 upgrade.
