The cstadmin is currently shipped in error.
We do not suggest using this tool anymore.
Customers should always use $VOYENCE_HOME/bin/cstdriver tool to work with the lockbox.
Starting from 25.4.2 there is no need for adding a host name to the lockbox or there is no need for unlocking the lockbox.
NCM moved from RSA-based lockbox to an open-source lockbox implementation.
