OSAM migration fails with error Initial Sync Failed Failed to reserve storage

Issue/Introduction

After re-attempting to OSAM migrate virtual machines that had successfully migrated  to a Vcenter before will fail with a similar error:

Environment

VMware HCX 

Cause

When attempting to migrate  a VM to a specific datastore, if the datastore has multiple migrations scheduled to it, they will have an active reservation at the storage level which will prevent the new migration to the datastore selected.   

Resolution

 Migrate  the VM to a different datastore that has more space or doesn't have any scheduled migrations pending
