Missing Kubernetes alert for master node monitoring

Issue/Introduction

• The alert "Master Node is not available" is missing from the Kubernetes Management Pack content.
• The alert "Master Node is not available" changed name to "Control Plane is not available".
• The alert "Control Plane is not available" is not working when the master nodes is not available.
• The cluster monitored is TKGi cluster 

Environment

Aria Operations 8.18.x
VMware Aria Operations Management Pack for Kubernetes 1.9
VMware Aria Operations Management Pack for Kubernetes 2.x

Cause

The Control Plane metrics for VMware Tanzu Kubernetes Grid Integrated are not monitored.
