It is not possible to create a user restricted to only viewing licenses in vSphere Client

Issue/Introduction

• Users without the [Global] > [Licenses] privilege cannot view the contents of the [Administration] -> [Licensing] -> [Licenses] screen.
• Users with the [Global] > [Licenses] privilege are able to not only view but also manage(add, assign, delete etc.) licenses.

Resolution

In vCenter Server, there is no privilege that allows only for the viewing of licenses.
This is the current design of vCenter Server, and there is no workaround.
