VDC creation fails at the "create_vdc" task when attempting to create a new Organization VDC through the vCloud Director UI (vCD > Resources > Cloud Resources > Organization VDCs) with below error.

This issue occurs due to a mismatch between the VMware vCenter inventory and the VMware Cloud Director (VCD). Specifically, the error indicates that a resource pool referenced by VCD no longer exists or is out of sync with the vCenter Server.
SSH access was established to all vCD cells, and the VMware Cloud Director services were restarted using the following command: service vmware-vcd restart

After the services were successfully restarted, the VMware Cloud Director provider portal was accessed, and the vCenter Server instance was reconnected to VMware Cloud Director as outlined in the referenced documentation. Reconnect a vCenter Server Instance to Your VMware Cloud Director
