Discovery of pre-configured IP SLA ICMP-Echo tests failed with "Test URL is invalid" error due to rttMonEchoAdminTargetAddress has a value of "0.0.0.0".
Release: All Spectrum versions modeling Cisco devices with 12.4.24(t) IOS version.

This issue is due to rttMonEchoAdminTargetAddress OID (1.3.6.1.4.1.9.9.42.1.2.2.1.2) has a value of "0.0.0.0".
The rttMonEchoAdminTargetAddress OID is described as the following:

Spectrum requires rttMonEchoAdminTargetAddress to have valid IP Address value to be able to discover and model the tests. This is Cisco device SNMP MIB data issue and not Spectrum's problem.
In one occasion, upgrading the router's IOS version to 12.4.25(C) had resolved the problem.
Please contact Cisco to address the SNMP MIB database issue.
