After upgrade from 12.52SP1CR02 to 12.52SP1CR04, we are not able to create a new partnership with the adminUI.

As upgraded the Policy Server and AdminUI, we need to upgrade the Policy Store to 12.52SP01CR04 following that documentation :

1.Import the Policy Store Data Definitions
2.Import the Default Policy Store Objects
3.Run the XPS Sweeper Utility
