Populate Cost Plan does not repopulate detail rows

Issue/Introduction

If the cost plan has child/detail rows and the plan is repopulated, those line items with detail rows do not get overwritten and repopulated.

Resolution

This is working as designed.

Once you have a child row, that grouping attribute combination is skipped over when repopulating, either from Allocations or Assignments.
