Content Library creation fails to complete as the synchronization task remains stuck at 1% when subscribing to an external URL.
Some OVF items show partial progress (e.g., 70%), but the sync never finishes. When the same content library is created directly on vCenter, synchronization works as expected.
VCF Automation 9.x
The Antivirus Scan flag is enabled on the organization. When enabled, this setting blocks all content library sync operations and holds uploads in the spool area until an administrator manually reviews and resumes each blocked task.
Disable the Antivirus Scan flag for the affected organization in the VCFA Provider Portal.
Reattempt the content library synchronization.
Sync will proceed normally once the flag is disabled, with no manual intervention needed for each item.
Behavior is only observed when content library is created from VCFA; direct vCenter creation does not encounter the blocking mechanism.
