OVF failed to deploy due to orphaned vCLS VMs

Issue/Introduction

• Failed to deploy OVF template with error "Failed to deploy OVF package. Cause: The operation is not allowed in the current state. DRS is non-functional due to absence of vCLS quorum. Active vCLS VMs:{active}; Required vCLS VMs:{required}. The operation failed due to The operation is not allowed in the current state".
  
  
  
  
  
• There are vCLS VMs in "orphaned" state in the inventory, which cannot be removed on vSphere Client.
• Set cluster into "Retreat Mode" cannot remove vCLS VMs.

Environment

vCenter Server 8

Cause

Stale entry of vCLS VMs in the VCDB causing trouble in the deployment of New VM.
