MUX - If timed correctly, Users can add tasks on the Task Timeline or Grid layout when business rule should not allow.

Issue/Introduction

The specific security group can edit tasks, just not delete or add. They have the task management permission, but a business rule is in place so they cannot add a task or delete a task. Once the page is accessed, for a brief .5 sec the add task button is available and users can click that if timed correctly. This will allow them to create a task even they do not have the ability to do so. I assume what is happening here is the blueprint rules are running on the project once the page is accessed and then the rule is applied so the create button goes away.

Steps to Reproduce: 

1. Login as Administrator to MUX.
2. Create a copy of standard project blueprint.
3. Create rule based on project object to Disable Adding Child Objects for Task object.
4. Publish the blueprint.
5. Take one of the projects and set the blueprint to the one created in step 3 above.
6. Click on the project to go into Properties.
7. Click on Task tab and notice New Task button as well as Quick Create (+) shows for a split second and disappears.
 
Expected Results: it should not show New Task button as well as Quick Create (+).

Actual Results: It shows New Task button as well as Quick Create (+) for a split second.
