Log in message does not show when using a bookmark

Issue/Introduction

A toast message is configured when a user logs in to Clarity.  One user is using a bookmark to access Clarity and does not see the toast message when accessing Clarity

All supported releases

Resolution

The log in message configured in Administration>>System Settings on the MUX will only show when a user has logged in.  It will not show if they logged into the Classic UI and then navigate to the MUX or if they access Clarity using the same session.
