Question: 

Your installing a new Web agent on IIS and have configured it to communicate with your policy server. It will register but the LLAWP process will not start.
Your unable to get any logging out of the web agent log files. 

Environment:  

Policy Store: Oracle 11g 

Audit Store: Oracle 11g 

Policy Servers: Redhat Linux 5.8 64bit 

Web Agents: 12.0. Sp 3. Win64 

NTLM Authentication via IIS 7.5 

Windows Server 2008

Answer: 

The IIS Application Pool is set to 32-bit instead of the 64-bit which is required for the solution.
