Z-VRA VMs attempt to start before starting DSVA, and cannot start due to insufficient agent VMs.
Other VM cannot start when DSVA is stopped.
The startup of Z-VRA VMs may be controlled by the Zerto Virtual Manager Appliance (ZVMA), which is the management server for Z-VRA VMs.
Verify whether Z-VRA VMs can start later than DSVA by the startup delay setting in ZVMA .
