This class was actually introduced years ago as part of the enhancement Support for monitoring Cisco licenses via the MIB 1.3.6.1.4.1.9.9.831 (ciscoSmartLicMIB).
The LicenseManager is a software component that is part of the device. This component is unique to that device, and the only event associated with it is EvaluationThresholdReached (which indicates that the license evaluation period has exceeded the configured threshold).
