DC00245C during shutdown PLT processing after CICSTS 6.3 upgrade

Issue/Introduction

After upgrading a region to CICSTS 6.3, initialization messages from the region look normal, but shutdown PLT processing for Datacom fails with message

+DC00245C  UNABLE TO LOAD DBCVTPR, EXECUTION IMPOSSIBLE

CICS Log Showed:

DFHXS1111 11/10/2025 14:04:19 CI31CLK CEMT Security violation by user XXXXXX at console INTERNAL for resource DBCVTPR in class  MCICSPPT. SAF codes are (X'00000004',X'00000000'). ESM codes are (X'00000004',X'00000000'). RACF request made was FASTAUTH.
DFHXS1117 11/10/2025 14:04:19 CI31CLK CEMT Security violation originated from applid CI31CLK client IP address 0.0.0.0 port     0  facility ^AAB transaction CEMT user XXXXXX task user XXXXXX.

Grant user XXXXXX read access to DBCVTPR in class MCICSPPT

The change in security is due to CICS 6.3 which has stricter controls around security checking in the PLT Shutdown. Check here, which outlines the recent change.
