Action items are in French when Locale is in English and Language is in French

Issue/Introduction

Action Items subject and details are not translated to French when the sender and receiver are configured for French language and English locale

Steps to Reproduce: 

1. Create 2 resources (Resource A, Resource B) with locale as English(Canada) and Language is set to French, Open for Time, Track Mode PPM
2. Create a timesheet approval process.  
3. Create a Manual Action
4. Select Approve and Return in the Actions
5. Action Item Message Subject and Description is Approve Timesheet
6. Assignee is Resource A
7. Click Save
8. Click the Translate icon
9. Set the Subject and Description French translation to Approuver la feuille de temps
10. Save and Return
11. Set Pre-Condition to Timesheet Status = Submitted
12. Create a Post Condition check to Timesheet Status = Approved
13. Save and Return
14. Create a new System Action Step setting Timesheet status to Approve
15. Set the 'Then Go To' to Finish
16. Go back to the first step
17. Set 'Then Go To' to the step just created
18. Click on Validation >> Validate and Activate All
19. Log in MUX as Resource B
20. Create and Submit a timesheet, Log out
21. Log in Classic view as Resource A
22. Go to Organizer

Expected Results - The Action Item and Description is in French

Actual Results - Action Item and Description is in English.
