vcmaster is down as controldb is not starting

Issue/Introduction

vcmaster is down as controldb is not starting, error observed 

"postgres: error while loading shared libraries: libicui18n.so.60: cannot open shared object file: No such file or directory"

Environment

All supported NCM versions up to 25.4.2

Cause

libicui18n.so.60 is required however this was not checked in prerequisite, need to be installed manually. 

Resolution

Use yum or dnf to install missing library, then start the service.

This will be addressed from next NCM releases.
