After installing PAMSC when trying to start seos :

The issue is caused by a Cgroup Version Mismatch, you are using cgroupv2 and generally this mismatch can cause such an issue. cgroup v1 uses the said packages, cgroupv2 is not compatible with cgroupv1.
As a resolution you need to uninstall the cgroupv1 packages libcgroup and libcgroup-tools and this will resolve the installation problem.
