PAMSC agent cannot start, error : libcgroup initialization failed: Cgroup is not mounted

Issue/Introduction

After installing PAMSC when trying to start seos :

/apps/eTAC/bin# ./seload

Cause

The issue is caused by a Cgroup Version Mismatch, you are using cgroupv2 and generally this mismatch can cause such an issue. cgroup v1 uses the said packages, cgroupv2 is not compatible with cgroupv1.

Resolution

As a resolution you need to uninstall the cgroupv1 packages  libcgroup and libcgroup-tools  and this will resolve the installation problem.
