Can sub-providers manage provider gateways in VMware Cloud Director?

Issue/Introduction
When creating a sub-provider in VMware Cloud Director the sub-provider can access edge clusters and network pools. They are unable to create or manage provider gateways.
Environment
VMware Cloud Director 10.6.x
Resolution
This is by design. Tier-0/VRF gateways are meant to be managed at the provider level only. The sub-provider will not have access to infrastructure.
