In ConnectAll ValueEdge test steps are getting overridden when updating the steps in Tosca.

Issue/Introduction

Steps to reproduce

1. Create an automation with valueedge/octane to Tosca for Testcases and include test steps mapping as bidirectional

2. Create a test case with a couple of test steps in value edge and synchronize it over to Tosca

3. Validate the testcase in Tosca and add a new test step and checkin

4. Synchornize the change to Octane/valueedge

Expected

The newly added test step is appended to the existing test step

Actual

The newly added test step is overridding all the earlier steps
