Multiple ESXi hosts in a DRS-enabled cluster intermittently trigger the alert: Unable to apply DRS resource settings on host. The operation is not allowed in the current state.
The alert triggers during virtual machine power cycles in high-churn environments (VMware Horizon or Citrix).
Alerts are transient, clearing automatically in as little as 30ms or during the next 60-second synchronization cycle.
vCenter Server logs the following in /var/log/vmware/vpxd/vpxd.log

The affected ESXi host logs the following entries in /var/run/log/hostd.log:

An InvalidState error occurs when a VM power operation (shutdown or reboot) coincides with the 60-second DRS specification sync. The system cannot apply the synchronization task while the VM is in a transition state.
This behavior is expected in high-churn environments, such as VMware Horizon or Citrix, where virtual machines undergo frequent power-state transitions and rapid provisioning cycles.
DRS spec sync occurs every 60 seconds.
Alerts trigger temporarily if a VM power-off coincides with the sync.
The issue resolves automatically in the next sync cycle.
No action is required.
No impact on cluster stability or DRS functionality.
