Cause

The PTF was corrupt and contained sequence numbers.

Resolution

1. Run an SMP REJECT to remove  the PTF from the GLOBAL zone. 
2. Download the PTF from support.broadcom.com
3. Upload the PTF to z/OS using the binary mode option into a sequential data set with DCB=(RECFM=FB,LRECL=80,BLKSIZE=3120)
4. Run SMP receive and apply with the //SMPPTFIN DD pointing to the above sequential data set.
