Auto-schedule is not adjusting Task dates

Issue/Introduction

When an overallocated resource is auto-scheduled, the dates are not being adjusted to spread the work over multiple days as expected.

Steps to Reproduce:

1. Create a new Project 
2.  Create a parent task and three child tasks of that parent without any dependency. The tasks will have same start and finish date.
3. Allocate single resource on project staff
4. Assign the resource on all the 3 child tasks and update the ETC on assignments around 10 hours each so that assignments are over allocated
5. Now click on Auto Schedule from Task tab and choose Resource Constraints.

Expected Result:

Auto-schedule to adjust the task dates handling over allocation

Actual Result:

Over allocation is not handled and task dates are not changed.

Make sure the following criteria's are met

• Default allocation is populated
• Sufficient allocation is populated for the respective allocation period (Under staff tab)
