Error: "The package cannot be created (...)" when downloading SEP 16 client package.

Issue/Introduction

In the Symantec Endpoint Security (SES) console you are attempting to download a Symantec Agent Version "SEP 16 (latest version)" Installation Package from Settings > Installation Package, and receive the error, "The package cannot be created right now because of a server error. Try again later."

Cause

The Default Group contains the legacy policy "Default System (SEP 14). This legacy policy does not contain sections related SEP 16 which and is preventing the creation of a new SEP 16 Installer Package.

Resolution

Remove the "Default System Policy (SEP 14)" from the "Default Group" found in the "Device Groups" of the SES console. 
1. Open the SES Console
2. Navigate to Policies
3. Select a "Policy Type" of "System"
4. For each policy that has a "Policy Type" of "System (SEP 14)" do the following:
    1. Click on the policy name
    2. Click "Remove Policy"
    3. Un-check "Default" and click "Next"
    4. On the next screen un-check "Default" and click "Next" again
    5. Click Submit

After the policy is removed, the creation and download of the SEP 16 Installation Package will be successful.
