The underlying local RAID storage experienced abnormally high latency.
Due to the excessive latency on the local RAID datastore, the ESXi host was unable to complete the disk upload operation, resulting in the OVF/OVA deployment failure.
Engage the storage hardware vendor to further investigate the health and performance status of the local RAID system.
Since the failure is caused by a hardware-level storage performance issue, only the storage vendor can perform in-depth diagnostics and provide corrective actions (e.g., disk replacement, controller checks, RAID rebuild, or firmware updates).
