Issue/Introduction

• Bulk Migration switchover failed with the following error:
  Can not poweroff vm as tools not available/not running and forcePoweroff is not set.
  

Environment

VMware HCX

Cause

During the HCX bulk migration, the source VM will be shut down, and this operation can fail for the following reasons. 

• VMware Tools is not installed or running on the guest OS, or the VM is unresponsive.

• The ESXi host managing the virtual machine became disconnected/unresponsive during the operation.

Resolution

• Ensure VMware tools are installed and running on the guest OS.
  
  
• Recover and reconnect the host to vCenter and retry the migration.
