Getting access denied trying to download an order for maintenance

Issue/Introduction

When trying to download a Receive Order, the following error message was received after several tries:

 GIM69195S ** RECEIVE PROCESSING HAS FAILED. THE SERVER AT location  DETECTED AN ERROR: 403 - Access Denied..                                    
GIM47601I    PACKAGE SOXXXX WAS PARTIALLY STAGED TO THE SMPNTS.                                                             
GIM20501I    RECEIVE PROCESSING IS COMPLETE. THE HIGHEST RETURN CODE WAS 12.                                                

Resolution

This error is due to Java 21 and IBM has been made aware of it.  There is no current fix from IBM so the workaround until a fix is published is to use Java 17 64bit or any previous version of Java.
