As per the design of Blueprint Business rules - You can only configure actions for active modules associated with the blueprint. An 'active' module is one that has been selected on the blueprint 'Modules' configuration page. If the module has been removed, it is not active for that blueprint, and therefore is not active for blueprint rules.
Here is an example of how this internal logic works:
The Standard Resource Blueprint has a set of stock, out-of-the-box business rules that control the appearance of the 'Calendar' Module and other rules for enforcing required fields when entering data on the Financial and Contact Information fields.
These OOTB rules are carried over into all existing and new custom, user-defined Resource Blueprints.
If the user-defined blueprint does NOT have the new 'Calendar' module configured, when the user looks at the Business Rule the selected 'Calendar' Module is not displayed in the rule. However, if the module is added into your custom blueprint, the module name will appear and the rule will function as expected.
Example:
This Custom Resource Blueprint does NOT have the 'Calendar' Module Configured
And when you view the system rule, the 'Calendar' Module is not displayed.
Now, add in the Calendar Module to your custom blueprint.
And when you view the system rule, the 'Calendar' Module is displayed and works as expected.
