Unable to deploy VKS service with "Unable to infer T0 Gateway" error

Issue/Introduction

When trying to deploy vSphere Kubernetes Service (VKS) service with NSX, there is a failure with an error message "Unable to infer T0 gateway" even though T0 does exist in NSX.

Cause

This happens when trying to deploy VKS with NSX federation.

Resolution

NSX federation is not supported with VKS. T0 will need to be created with the local manager.
