In a Tanzu Platform Cloud Foundry foundation running in AWS GovCloud, upgrading a stemcell failed with the error:

When manually searching for the AMI ID using the AWS console, the AMI is not found as well. The AMI ID can be retrieved from the stemcell.MF file from the particular stemcell TGZ file that is downloaded from Broadcom Support Portal downloads page.

The GovCloud account being used has permissions issue that is causing it to not find the AMIs.
Reach out accordingly to the team that manages the GovCloud accounts and request them to look into this issue. Once the account related issue is resolved, the account should be able to manually search for the AMI successfully, via the AWS Console. If so, retry the stemcell upgrade or Apply Changes.
