Logging into the vCenter Server through the vSphere UI fails.
The SPS service is in a start-pending state.

The issue occurred due the the following reasons:
Most of the vcenter server services are not running.
Review of the use of the VDT diagnostic Tool shows that the SSL certificate had expired
Verify the certificate status using the vCenter Server Script:

Using options 1 and 3, review and renew the machine's SSL certificate.
Restart the vCenter Server Services.
